1. Chairman of the Cabinet of Ministers of the Kyrgyz Republic
Carries out general management of the Cabinet of Ministers of the Kyrgyz Republic (hereinafter referred to as the Cabinet of Ministers), organizes its work, coordinates and controls the activities of the first deputy and deputy chairmen of the Cabinet of Ministers, ministers, chairman of the state committee, heads of other executive authorities.
Chairman of the Cabinet of Ministers of the Kyrgyz Republic (hereinafter referred to as the Chairman of the Cabinet of Ministers):
1) determines the areas of activity of the Cabinet of Ministers within the framework of the main directions of foreign and domestic policy of the state, determined by the President of the Kyrgyz Republic (hereinafter referred to as the President), coordinates their implementation;
2) ensures the implementation of the Constitution, laws, acts and instructions of the President by all executive authorities;
3) represents the Cabinet of Ministers in the Kyrgyz Republic and abroad, negotiates and signs intergovernmental and other international treaties and agreements in the manner prescribed by law;
4) makes proposals to the President on the main directions of foreign and domestic policy of the Kyrgyz Republic, changes in the structure of the Cabinet of Ministers;
5) coordinates issues:
- ensuring the rule of law, rights and freedoms of citizens;
- judicial and legal reforms, referred to the competence of the Cabinet of Ministers;
- optimizing the system of public administration and increasing the efficiency of the activities of state executive bodies;
6) carries out general coordination of the issues of development and execution of the state budget, implementation of budget policy;
7) preside at meetings of the Cabinet of Ministers, with the exception of cases of chairmanship at meetings of the President;
8) signs resolutions, orders of the Cabinet of Ministers, minutes of meetings of the Cabinet of Ministers, issues instructions on issues within its competence;
9) submits bills for consideration by the Jogorku Kenesh of the Kyrgyz Republic (hereinafter referred to as the Jogorku Kenesh), determines the list of urgent bills to be considered by the Jogorku Kenesh in an extraordinary manner;
10) makes decisions on personnel issues within the competence of the Chairman of the Cabinet of Ministers, in accordance with the established procedure, submits for consideration by the President candidates for the positions of deputy heads of state bodies in charge of defense, public order and national security, heads of local state administrations, heads of other executive bodies and authorized representatives of the President in the regions;
11) empowers the Deputy Chairmen of the Cabinet of Ministers;
12) awards the Certificate of Honor of the Cabinet of Ministers and other awards of the Cabinet of Ministers, presents persons for awarding state awards, conferring higher military ranks, honorary and other special ranks of the Kyrgyz Republic;
13) exercise the powers of the Head of the Administration of the President of the Kyrgyz Republic, with the exception of issues:
- financial and economic support of the activities of the Administration of the President of the Kyrgyz Republic;
- formation and submission, in accordance with the established procedure, of proposals on the budget of the Administration of the President of the Kyrgyz Republic;
- disposal of financial resources within the cost estimate of the Administration of the President of the Kyrgyz Republic;
14) gives consent to the initiatives of state bodies;
15) ensures the interaction of the Cabinet of Ministers with the Jogorku Kenesh, the Supreme Court of the Kyrgyz Republic and local courts of the Kyrgyz Republic, the General Prosecutor's Office of the Kyrgyz Republic, the Central Commission for Elections and Referendums of the Kyrgyz Republic, Akyikatchy (Ombudsman) of the Kyrgyz Republic, international organizations;
16) exercise other powers provided for by the Constitution of the Kyrgyz Republic and the laws of the Kyrgyz Republic.
