Distribution of responsibilities between the Chairman of the Cabinet of Ministers, First Deputy Chairman of the Cabinet of Ministers and Deputy Chairmen of the Cabinet of Ministers of the Kyrgyz Republic

In accordance with Article 90 of the Constitution of the Kyrgyz Republic, Articles 18, 20 of the Constitutional Law of the Kyrgyz Republic "On the Cabinet of Ministers of the Kyrgyz Republic:

1. To approve:

- Distribution of responsibilities between the Chairman of the Cabinet of Ministers, First Deputy Chairman of the Cabinet of Ministers and Deputy Chairmen of the Cabinet of Ministers of the Kyrgyz Republic according to Annex 1;

- list of state agencies and other organizations, the activities of which are supervised and coordinated by the Chairman of the Cabinet of Ministers, First Deputy Chairman of the Cabinet of Ministers and Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic, in accordance with Annex 2.

2. To declare invalid:

- Decree No. 88 of the Chairman of the Cabinet of Ministers of the Kyrgyz Republic of May 26, 2021;

- decree of the Chairman of the Cabinet of Ministers of the Kyrgyz Republic № 209 of July 5, 2021.


The Chairman of the Cabinet of Ministers of the Kyrgyz Republic (hereinafter referred to as the Chairman of the Cabinet of Ministers):

Performs general management of the Cabinet of Ministers of the Kyrgyz Republic (hereinafter - the Cabinet of Ministers), organizes its work, coordinates and supervises the activities of the First Deputy and Deputy Chairmen of the Cabinet of Ministers, ministers, chairman of the state committee, heads of other executive authorities.

1) determines the directions of activities of the Cabinet of Ministers within the framework of the main directions of foreign and domestic policy of the state, determined by the President of the Kyrgyz Republic (hereinafter - the President), coordinates their implementation;

2) ensures implementation of the Constitution, laws, acts and instructions of the President by all bodies of executive power;

3) represents the Cabinet of Ministers in the Kyrgyz Republic and abroad, conduct negotiations and sign intergovernmental and other international treaties and agreements in the manner prescribed by law;

4) submits to the President proposals on the main directions of foreign and domestic policy of the Kyrgyz Republic, changes in the structure of the Cabinet of Ministers

5) coordinates the issues of:

- ensuring the rule of law, the rights and freedoms of citizens;

- judicial and legal reforms that fall within the competence of the Cabinet of Ministers;

- optimization of the system of public administration and improving efficiency of state executive bodies;

6) carries out the general coordination of the issues of development and execution of the state budget, implementation of the budgetary policy

7) presides over meetings of the Cabinet of Ministers, except when presiding over meetings of the President;

8) sign decrees, orders of the Cabinet of Ministers, protocols of meetings of the Cabinet of Ministers, issues orders on matters within his competence;

9) submits bills to the Jogorku Kenesh of the Kyrgyz Republic (hereinafter, the Jogorku Kenesh) for consideration and determines a list of urgent bills to be considered by the Jogorku Kenesh on an emergency basis

10) makes decisions on personnel matters within the competence of the Chairman of the Cabinet of Ministers; in accordance with the established procedure, submits for consideration by the President candidates for the posts of deputy heads of state bodies in charge of defense, public order and national security, heads of local state administrations, heads of other bodies of executive power and authorized representatives of the President in the regions;

11) assigns powers to deputy Chairmen of the Cabinet of Ministers;

12) awards the Certificate of Honor of the Cabinet of Ministers and other awards of the Cabinet of Ministers, presents persons for state awards, conferment of higher military ranks, honorary and other special ranks of the Kyrgyz Republic

13) implements the powers of the Head of the Presidential Administration of the Kyrgyz Republic, with the exception of issues:

- financial and economic support of the activities of the Administration of the President of the Kyrgyz Republic

- forming and submitting budget proposals to the Administration of the President of the Kyrgyz Republic in accordance with the established procedure

- disposal of financial resources within the limits of the estimated expenditures of the Administration of the President of the Kyrgyz Republic;

14) gives consent to initiatives of government agencies;

15) ensures interaction of the Cabinet of Ministers with Jogorku Kenesh, the Supreme Court of the Kyrgyz Republic and local courts of the Kyrgyz Republic, the General Prosecutor's Office of the Kyrgyz Republic, the Central Commission for Elections and Referendums of the Kyrgyz Republic, the Akyikatchy (Ombudsman) of the Kyrgyz Republic, international organizations

16) exercise other powers provided for by the Constitution of the Kyrgyz Republic and the laws of the Kyrgyz Republic.
